The U.S. Government is committing significant resources into the DIB: $70B in FY27 budgets for industrial base initiatives through Defense Production Act Programs (DPAP or DPA), also known as Title III, and the Industrial Base Fund (IBF), formerly known as Innovation Capability and Modernization (ICAM)/ Industrial Base Analysis and Sustainment (IBAS).
DPA, Title III is executed through the DIB Consortium (DIBC)
IBF is executed through the Cornerstone Other Transaction Authority (COTA). A key initiative within COTA is the Strengthening Americans Manufacturing Defense Industrial Base (SAMDIB)

The Warfighting, Investments, Resourcing, and Execution (WIRE) office oversees the DPA and IBF authorities. It is under Industrial Base Policy (IBP) and Industrial Base Resilience (IBR) within the Office of the Secretary of War (OSW), Acquisition & Sustainment (A&S)
